Just another version of the corporate 5-year-plan. First you centralize
everything to make it more efficient and then 5 years later you decentralize
everything to make it more efficient. You're probably right, we're doomed,
there is no way out of this morass. But seriously, doesn't anyone in
government see anything strange about the fact that we have half as many
inspectors today as when the program was started in the '70's? And that our
imports and consumption has increased exponentially since then? Well, sure
they do, but there are these special interests that have to be taken care of
first.
