The worst I saw during the 9 years was someone reading the morning
paper - regular size newspaper - and when he finished one page, he
picked it up away from the steering column, folded it out and then
back, so he could read the next page, blocking his vision the whole
time. Thankfully, it was an inter-city interstate, and didn't have
heavy traffic.
