When apples and lemons are waxed, I generally rinse them off, then wipe
them, spray a little vinegar on them and let them sit 5 minutes, then rub in
my hands, then rinse.
If I were going to use the rind of lemons or oranges, I would add to this
procedure using a vegetable brush.
