If you mean the UK version of "mince", which is what we call "grind"
where I live, I've seen good hand-cranked meat grinders for as
little as US$20 on eBay. I found an electric grinder at the thrift
store for half that, but the one I bought on eBay ended up being
around $50.

If you just mean chopping up in tiny pieces, I'd use a good, sharp
knife. (Which will work for a fine grind, too, but will take longer.)
