Um, no. A rehearsal dinner is not a "practice reception". It's intended for
the wedding party and members of the immediate family of the wedding party
and their guests. In formal (and semi-formal) weddings everyone gets
together at the location of the wedding and rehearses, like participants in
a play. Afterwards they go somewhere and eat. Apparently in this case they
chose to invite people who weren't invited to the actual wedding and
reception (for whatever reasons).
