When I lived in France I found that the ATMs would give me language
options when I used my American ATM card, but when I used my French
ATM card it just gave me French menus. That was in 1993. They were
smart enough to offer multi-language options on "foreign" cards but
not on their own. And, no, they don't care if you can't read the
menus in French if you have a French bank card you get French menus.
