Controversial Comment:
We need to look at why arsonists light fires because I don't think any
amount of prison sentence will deter them.
Besides seeing the damage they are inflicting, they also get an adrenalin
fix from evading the law. (much like graffiti artists etc)
So we need to find another less destructive way for them to get their
adrenalin fix.
Also, a confidential hotline needs to be set up for them to call if they get
the urge.
I hate to say it, but it is a disease, one that will only be cured when we
find out what makes these people tick.
