Paprika is a type of pepper, Capsicum annuum L. Here's an explanation
and some nice pictures:

http://www.uni-graz.at/~katzer/engl/Caps_ann.html

If you read the recipe, it specifies both green and red, and calls for
dicing it. It's obviously not dried, ground red pepper.

The posts don't seem like spam. I haven't read the blog. The posts are
very hard to read, but I at least, thought they were interesting. This
one had many more problems than most of his, primarily because he only
calls for three ingredients, but then the description mentions adding
many more.
