If such radical notions as parental licensing, much more comprehensive sex
education or even compulsory sterilization in some cases were not deemed so
socially odious, we'd have a good chance of fostering greater parental
responsibility. But, as it is, the bottom line is that too many people have
procreating without the capacity to care for their offspring, and many social
sectors are having to step in an fill in the gaps.
