I'm not talking about elites; no one accuses elites of rigging national driving
standards, college entrance exams, police or fire department tests, etc. I'm
talking about a parental licensing exam meant to emphasize objective
responsibility standards so that new parents know what society expects of them,
with an eye toward not raising their children to be drains on society.
