I don't add soy sauce to anything. But I work in a china express
inside a grocery store. We only give out packets to those who ask, and
we get some requests for mustard and hot oil, and a LOT of requests
for soy sauce. And multiple packets. I've had people ask for 4 packets
for a single plate of food.

So, I would have to say that a lot of people do use the packets.
