It seems to me if you have an insulated oven, and
the heat source is within the insulated part of
the enclosure, it will heat up faster than it
cools down, even if the flame extinguishes.

It also seems to me this is probably true for
most ovens. Gas ovens I am familiar with have
no insulation between the floor of the oven
and the burner.

To the OP: an appliance repairment who specializes
in gas appliances can probably fix your problem.
(Unless it's a design deficiency of your particular
model oven, which is not impossible, given that
it's only 10 years old...)
