That's input power, and while electric motors are generally 90+% efficient,
it's still not a very good way to rate them.

On a somewhat related note I heard on the radio the other day
that lawnmower makers were basically labeling 4, 5 and 6 horespower
on identical engines depending on which model it was installed on.
Makes you wonder.
