Default what are the roots of serving chili with rice?

In Texas a lot of restaurants serve "stuffed" baked potatoes. They use
huge Idaho bakers and cover them with Chili, cheese, onions, etc. Other
variations cover the spuds with either beef or pork BBQ.

Interesting... but it doesn't appeal to me so I've never had one.
