You've confirmed he's bought his degrees. He certainly learnt nothing of
use to anyone hence his unemployment/underemployment.

I wouldn't hire him on the basis of his inability to work or retain a
job in his chosen fields. That is the most worrying aspect of him. I'd
be seeking to have him assessed for mental issues.
