Doesn't apply to cops.

Get real; an armed perp was among a crowd of civilians; you spray
the whole mess at kneecap height, then in a sort of triage you go in and
take out the perp with one or a dozen shots to the head/chest. Then
continuing with triage you take the most innocent-looking injured
to a hospital right away. But maybe delay on a few others, depending upon
their assessed guilt factor.

You've heard of "triage" right? Part of the Hippocratic oath.
