If it is like most places, serving on the HOA board is a PITA unless you
enjoy feeling powerful without much power. Yes, they are old boy
networks because few people want the hassle of making and enforcing
rules that they have little power to enforce. Newcomers run for the
board intent on making sweeping changes, just like local municipal
elections. When they actually vote they find most of the changes they
want are against covenants or the law or so unpopular the community
makes their life miserable.
