Sure looks like it does to me-- It looks like it is designed to sit
over the hole where you've removed a lid-- then it swivels on those
nubs yo see clearly in the he first picture.

Don't know why the seller didn't show it 'flipped'.

The lever is the flipper-- In the photo where it is open you can see
that the level is on the hinged side.
