Equal to what?

Scotland 's population is less than one tenth of the UK population.

Scotland has 59 seats out of 650 in the House of Commons,
Westminster.

Of those 59 Scottish MP's, one is Conservative and 11 are Libdems.

Britain's Govt in Westminster is a Conservative/libDem coalition.
Unsurprisingly, Govt is far more interested in the serving the needs
and votes of South East England, than Scotland (or, other regions of the
UK).
