They are. And while they could be used to make a gravy, I am picky about
how I make mine. I cook the meat and make sure that it is crumbled into
tiny pieces. I also add chopped onion and celery. Then I season it with
salt, pepper and parsley and add enough flour (either Wondra or Sweet Rice)
to coat. Then I slowly add in beef broth. My mom made hers with milk.

Mine won't have that. I can't have it because it has fish. I bought HP
sauce because I read it is the next closest thing but I don't care for the
flavor.
