There are several reasons why so many of them have Indian accents. They
are far enough away that NA DNC registries have little or no enforcement
issues. FWIW, the CRTC fined two Indian companies for violating the DNC.
One of them was fined only $12,000 but the other was hit with a $495,000
fine.
