Our food exchange program operates this way. Donors KNOW that the food is not for the shelter residents - hell, they're already paying taxes to run the operation. This food is set aside and records are kept, as I mentioned.. MY only beef is.....someone will come in for food and it's all I can do to heft a 50 lb. bag of dog food. We are short on strong volunteers : ))
