I wouldn't eat there... decent restaurants actually encourage patrons
to stay as long as they want so long as they are ordering food, and
especially drink... bar bills generate the most profit, far, FAR more
than food... often food generates little to no profit due to
spoilage... without a booze license most restaurants fail, and booze
doesn't spoil.
