According to this email just received from NIN:
"We'd certainly write an email to all affected customers if there were
going to be tangible changes. There are changes to European VAT
regulations which will make providing digital services to Europeans
unnecessarily bureaucratic. At NIN, we ask our users for an email
address to e.g. send a password to, and a name so we have a way to
address them. We don't need to know their residential address, social
security number, or tax domicile. And we'd like to keep it that way."
