Maybe I am wrong, but I got the impression that the half cooking was to help
save time when cooking for a crew. I can identify with this as I once had the
lovely experience of cooking diced potatoes for 60 kids and 10 adults for
breakfast in one 14 inch cast iron pan....Would have been a helluva lot easier
if the potatoes had been pre-cooked a bit!
