You started off this thread by saying, "I bought a ton of Baking Soda at Costco
(sodium bicarbonate), and I want to make a small amount of baking powder."

To make a small amount you can easily find small containers of cream of tartar in the spice area of most supermarkets. Why you can't I don't know, but now you are also changing the parameters of your search. You said small amount, not enough to mix with 5 lbs. of baking soda. You will probably have to order that online or through a restaurant supply. Here is a link:
