Those lakes and rivers are part of the ecosystem. Sucking water from
those sources will just cause hardship for the stuff downstream. There
are international treaties concerning the Great Lakes, though there is a
river some... Illinois<?>.. that has been engineered to suck water out
of Lake Michigan instead of feeding into it.
