I've read that statement on sites in the past. Can I assume a
dishwasher uses less water than sink washing because the
belief is when hand washing the water is left running
continually?

When I wash dishes here the stopper is put in both kitchen sinks and
one is used for washing while the other sink is used for rinsing.
