The health department doesn't concern itself with home kitchens.
The risk to public health is nil. The risk to Joan's family is
quite small.

I've always been a running-water rinser myself, here in the
Great Lakes State. Everything except sharp knives and really
big stuff goes in the dishwasher, so that doesn't leave much.
