Anybody can *say* that have celiac, even if they haven't been through
the tests to get the actual diagnosis.

That said, I doubt many people are actually saying "I have celiac" when
the don't. People on the gluten bandwagon are just saying "I can't
have gluten" or "I don't eat gluten".
