It could depend on where your mailbox is. If it is mounted on your
house, they would have to be on your property. If it is near the road,
it may not be. My mailbox is on a post near the curb, but it is
actually on town property as they own a five or six foot strip on both
sides of the street. The house across the street has their mailbox next
to mine as all mailboxes are on the same side.
