Not necessarily, astronomical events do not occur on the same day
every year. Solstices and Equinoxes have a variance of + or - 1
day in either direction.

I was born 8 hours 9 minutes after the winter solstice. Which
means the reocurring moment of my birth is always 8 hours 9
minutes after the solstice. This can place it on Jan 20, 21 or 22.
Same for astrological sign transitions.
