The various state governments here have been shedding staff at a great
rate of knots in recent years so there has been a great hollowing out of
the 'institutional knowledge'. That has led to many skilled people
earning 4 and 5 times their former incomes as consultants, particularly
where specialist skills such as engineering are involved.
