It might have been novel for the Cape but it's not a novel concept.
Most chain "Italian" restaurants (Olive Garden, etc.) offer bread with
some peppered (notice they add pepper) olive oil for dipping bread.
Some higher end Italian restaurants also offer it. You could equate
this to free chips at your "Mexican" restaurants.
