Many smaller local social service/help agencies/churches/community centers maintain smaller food pantries, these may serve specific groups, e.g. refugees, homeless, low - income seniors, women with infants/children, etc.
Food "banks" are huge organisations, here is the big Chicago one:

Chicago Food Depository is a conduit for food to smaller organisations...
