Do not measure the water. Add the water until it goes about 1/3 the
height of the roast. There's probably a mark on the side of the pan
indicating the maximum liquid level. Be mindful of that. After the meat
is done, remove it and add the vegetables. Add more water if you need
to. It's doubtful that you will need to. Do not get into the habit of
measuring liquids when braising meats.
