I think it's like that here or similar. At least it used to be. I only ever
had one car that didn't pass. That was many years ago. I think back then
they only required you to spend $250 to fix it. Of course, you could spend
less if that's what it took to pass.
One of my cars passed once and then they told me that I needed to take it to
the shop. My muffler was just hanging there, disconnected.
