I think it may be an issue for retailers because putting something in a
bag happens at the end of the transaction. Traditionally, cashiers and
sales clerks have taken the money and put things in a bag once they are
paid for. They tend to be suspicious of people walking around with
things that have not been cashed out and bagged.
