Who decides which lifeforms are "vermin"?

Vermin is simply a term applied to some animals by human beings. Does
that animal contribute or detract from a persons end?

I'm sure an owl does not consider a mouse to be "vermin". More
likely, an owl considers a mouse a veritable "meal", so all owls
should be welcome in this newsgroup.
