We have that already. Lowest is 10% and rises to 39.6% Used to be the
tax rate ran up to 90% on the biggest earners.
As for sales tax, there is an odd form of progression there too. Lower
income people pay tax on the 6 year old used car they bought while
higher income pay tax on the brand new BMW.
