Okay, I remember there was some uproar over happy hour, it promoted
excess drinking then driving, something like that.

So now you can't sell alcohol at below cost, or twefers or
anything along those lines.

I see attitude adjustment menus, haven't noticed a happy hour
promotion in a long time.
