May differ by state but in most, you can DIY

A person who removes asphalt roofing or siding does not need to hold an
Asbestos
Abatement Contractor License from the DLS as long as the work that
breaks, shears, or
slices the non-friable asphalt roofing and siding materials does not
produce asbestos
dust or make the material friable [See DLS’s regulation, 453 CMR
6.13(2)(a)5)] and the
work is performed in accordance with MassDEP 310 CMR 7.15.
