Surely Wayne you know that in many poor and third world countries,
there's no domestic electricity gas or water supply in homes. Women walk
miles every day to fetch and carry their family' entire supply of dirty
water, in cans, plus the wood or dung they use to cook on. They have no
refrigeration so in a hot climate and dirty conditions, even boiled
water doesn't stay sterile for long. And along with the water, and fuel,
they are also carrying the baby. Now they need extra supplies of fuel
and water to scrub and clean the cooking pot before they can boil the
water to make the formula . Then they need more clean water and more
fuel to properly wash and sterilise a formula bottle after every use.
Otherwise it's a breeding ground for bacteria.

Now imagine trying to boil the water, measure and make the formula and
clean and sterilise every thing after, for babies that need repeated
feeding after dark (12 hours out of 24 in the tropics).

Nestle knew all those problems perfectly well.
