More expensive vehicles have separate controls for heat and AC for the back
seat. They might also have heated seats.
In a car with only heat/AC in the front, that air only blows where the front
seat passengers want it to blow. If they don't want you to have any, you
won't.
Also in a van, if you are in the very back, it's likely that you won't get
any heat or AC.
