The whole tips thing is an end run on having to pay taxes and worker's comp
and bennies on the money the employer would otherwise have to declare/pay
out. If the employer is going to be able to avoid calling tips earned
income, he shouldn't have the right to make tips mandatory. This whole
thing needs to be re-defined. But, it's never going to happen. Big
restaurants make regular contributions and the power elite likes to dine out.
