I don't know about the gas cap thing (my admittedly old car has one,
doesn't bother me a bit) but paying *techs* to monitor utilities?! What
techs?! Is he perhaps talking about oh, the employees of the utility
companies?

Sounds like he's still irritated because not everyone has, can have or
wants to have, a basement. As for drugs... I think one might need some
to follow this logic.
