Mirc is just one of several ways to get to IRC. You are confusing
Mirc with IRC, and it is just a client. Not IRC. IRC is short for
Internet Relay Chat and it is a host of several networks. Mirc is just
one program that enables you to get there.
There are several other programs/clients to get to IRC. Search around
for them, if you are interested.
