Mostly, it's a problem with your computer/monitor/modem. Make sure your telephone line is plugged into the wall jack. Did you remember to pay your phone bill? Have your cats been chewing on your telephone line? Is your monitor plugged in? Have you cleaned the semen off your monitor screen? Do you have seamen living in your house? Get rid of them. Do you have your monitor facing the correct way i.e., in the general direction of your eyeballs? Are you using a monitor built in the 70's? Are you off-your-ass drunk?
