Never.
Here, A) customers place a divider on the belt to demarcate our
purchases for the till operator and tell her when to stop the belt.
B) till staff are all trained to stop the belt while the customer
pays for goods and everything they bought is put into bags or back in
the trolley. Then the staff say goodbye to that customer before greeting
the next and turning the belt back on to begin scanning.
That's all part of standard customer service staff performance script.
Apart from courtesy, it's a security measure to give the first customer
privacy while entering their card PIN.
