You just use an IRC client. I run Linux here, and use tirc.

I enter:

tirc [ -n nickname ] [ -s server ]

at the commandline, and I'm there. This would be the Run command
or DOS prompt in Windoze.

If you were using tirc, you'd enter, to reach the right server:

tirc -n foodfan -s irc3.penguinpowered.ca

Then, when you were connected, you'd type

/join#rec.food.cooking

To get to the right channel/room.

You will probably be using a graphical program, but the
principles of operation will be the same.

You need to have a client installed and look at the manual
for it (called "help" on Windoze, I think).
